Chrome halting and becoming black for a few seconds.

I have reinstalled chrome, removed all the extensions but I still find the problem is occurring. No other browser is causing such an issue. I have checked in task manager and found resources are not even crossing the 50% level mark. Other browsers or applications works completely fine when the black screen occurs in chrome.

I am able to minimize and maximize chrome during that few second, sometimes the mouse gets locked if its interacting with the chrome page. This issue occurs multiple times every day. The chrome is updated to the latest version.
